On the surface the city of Harrisburg does not appear to be in as much financial trouble as it actually is. The nighttime views, or a simple stroll through the streets belie the fiscal disaster that the City has become. In my opinion, it is because voters failed to pay attention to what their government was actually doing. Citizens may not be interested in government but government is interested in certainly interested in them.
